How hard are the hearts of the wicked, who see the PATHS  and the WAYS of TORAH, yet do not observe them.  The PATHS are the internal (Nistar) aspects, and the WAYS are the external (Nigleh) aspects. And the hearts of the wicked are stout, as they do not repent and turn back to God. This is the reason why they are called stout-hearted (Isaiah 46:12).

The people "that are FAR from righteousness," means that they keep themselves far from the Torah or the genuine Bible. This is why they are "FAR FROM RIGHTEOUSNESS." Since they draw themselves away from the Holy One, therefore they remain far away from Him. And because of this, they are called stout-hearted. And because they are far from righteousness, they are also far from Salvation, which means they will not be saved (Isaiah 46:13). 

MESSIANIC KABBALAH WISDOM BRINGS NEAR GOD'S RIGHTEOUSNESS

• I BRING NEAR MY RIGHTEOUSNESS. It shall not be far off, and My Salvation shall not wait; and I will place Salvation in Zion, My Glory for Israel.  (Isa 46:13 MKJV)

But, even though the Spirit of Mockery and Atheism are prophesied to appear and influence many people in the end-time, you have the option to resist that Spirit of Mockery and Atheism. Don't be a mocker of God's Strange and Wonderful Work (Isaiah 28:21), which is hard to believe by carnal ungodly people.  Sadly, most people will not believe, it as in the days of Noah; even if biblical and historical proofs are shown and told to them (Luke 17:26, Act 13:41).

• Behold, YOU DESPISERS, and marvel, and perish; for I work a work in your days, a work which you shall in no way believe, though a man declare it to you.  (Act 13:41 MKJV)

Lastly, We have the use and application of all this (Isa_28:22): “Therefore be you not mockers; dare not to ridicule either the reproofs of God's word or the approaches of his judgments.” Mocking the messengers of the Lord was Jerusalem's measure-filling sin. The consideration of the judgments of God that are coming upon hypocritical professors should effectually silence mockers, and make them serious: “Be you not mockers, lest your bands be made strong, both the bands by which you are bound under the dominion of sin” (for there is little hope of the conversion of mockers) “and the bands by which you are bound over to the judgments of God.” God has bands of justice strong enough to hold those that break all the bonds of his law asunder and cast away all his cord from them. Let not these mockers make light of divine threatenings, for the prophet (who is one of those with whom the secret of the Lord is) assures them that the Lord God of hosts has, in his hearing, determined a consumption upon the whole earth; and can they think to escape? or shall their unbelief invalidate the threatening? -- MATTHEW HENRY
